J&K becomes 10th State/UT to achieve full literacy under ULLAS scheme

SRINAGAR, AUGUST 4: Jammu and Kashmir has become the 10th State/Union Territory in the country to achieve full literacy under the Government of India’s ULLAS (Understanding Lifelong Learning for All in Society) scheme, recording a success rate of 99.09 per cent among identified non-literates.
Lieutenant Governor Manoj Sinha congratulated teachers, administrators and all stakeholders for achieving the milestone, describing education as the strongest instrument of empowerment.
In a post on X, the Lieutenant Governor said Jammu and Kashmir had proudly joined the league of fully literate States and Union Territories under the ULLAS scheme.
“With 99.09% success, it stands tall as the largest population region to achieve this milestone. Congratulations to our teachers, administrators and every stakeholder who made this possible. Let us always remember that education is the truest force of empowerment and our collective responsibility is to keep advancing this mission,” he said.
According to official figures, 180,317 non-literates were identified across the Union Territory, of whom 178,680 successfully achieved literacy under the scheme, translating into a success rate of 99.09 per cent.
Under the Government of India guidelines, a State or Union Territory is declared fully literate after achieving a literacy rate of 95 per cent or above, recognising that attaining 100 per cent literacy is practically not possible due to factors such as advanced age and intellectual disabilities.
The Union Territory is the largest by population among all States and UTs that have so far achieved the milestone under the ULLAS programme.
Before Jammu and Kashmir, nine States and Union Territories had been declared fully literate under the scheme. These include Ladakh, Mizoram, Goa, Tripura, Himachal Pradesh, Chandigarh, Andaman and Nicobar Islands, Sikkim and Uttarakhand.
The achievement marks a significant milestone in Jammu and Kashmir’s efforts to promote inclusive education and lifelong learning under the national literacy mission.
