Chief Secretary reviews functioning of MSME Health Clinic

SRINAGAR, AUGUST 7: Chief Secretary Atal Dulloo on Thursday reviewed the functioning and progress of the Jammu and Kashmir MSME Health Clinic and called for faster assessment and revival of stressed Micro, Small and Medium Enterprises (MSMEs) across the Union Territory through coordinated institutional support.
The review meeting assessed the performance of the digital initiative aimed at monitoring, diagnosing and revitalising MSMEs through timely assessments and targeted interventions.
The meeting was attended by the Additional Chief Secretary, Public Works Department; Commissioner Secretary, Industries and Commerce Department; Directors of Industries and Commerce, Jammu and Kashmir; Directors of Handloom and Handicrafts, Jammu and Kashmir; and other senior officers of the Industries and Commerce Department.
During the meeting, detailed discussions were held on the progress achieved under the initiative, the status of industrial unit assessments, capacity-building measures and strategies to accelerate the rehabilitation of stressed enterprises.
Emphasising the need to strengthen the support ecosystem for MSMEs, the Chief Secretary directed the Industries and Commerce Department to augment the existing Small Business Development Units (SBDUs) across all districts by providing dedicated manpower or inducting representatives from other stakeholder departments wherever required to make these units more effective and result-oriented.
He also stressed the need for regular capacity-building programmes by IIM Jammu for members of the Small Business Development Units to ensure professional and quality assessment of industrial units. He directed the SBDUs to thoroughly analyse health assessment reports and closely monitor implementation of the recommendations to facilitate timely revival of stressed enterprises.
Calling for faster assessment of MSMEs, Atal Dulloo instructed the concerned authorities to substantially increase the pace of health assessments by adopting a hybrid approach involving both physical inspections and virtual visits to industrial units.
He further advised the Additional Chief Secretary, Public Works Department, to hold consultations with J&K Bank to explore suitable mechanisms for restructuring loans of sick MSMEs based on recommendations emerging from the Health Clinic assessments.
Earlier, Commissioner Secretary, Industries and Commerce Department, Vikramjit Singh informed the meeting that the MSME Health Clinic has emerged as an important platform for identifying financially stable enterprises as well as industrial units requiring rehabilitation, enabling evidence-based policy interventions to strengthen the industrial ecosystem across Jammu and Kashmir.
